Ready to build smarter?
As of June 2025, the City of Coquitlam adopted the SSMUH framework in response to BC’s Bill 44. Here’s what you need to know:
This zoning shift expands upon the City’s prior “Housing Choices” program and allows for a wider range of multi-unit housing forms across most low-density residential neighborhoods.
Multiplex housing is a smart solution for a range of homeowners and investors
Looking to build a multi-generational home or generate rental income

Most single-family neighborhoods in Coquitlam are now eligible for SSMUH. Properties zoned R-1 through R-4 offer various levels of density, subject to lot size and site-specific features.

While multiplex zoning was newly enacted in 2024, VictorEric has several exciting projects in active development. Here’s a glimpse of what’s underway:
The new R1 SSMUH District comes with a lot of changes. Here are some common questions we hear from property owners.
SSMUH stands for Small-Scale Multi-Unit Housing. In Coquitlam, it refers to zoning changes that allow up to 3–4 housing units on a single residential lot. This includes duplexes, triplexes, fourplexes, garden suites, and carriage houses—all designed to fit within existing neighbourhoods while increasing housing options.
It depends on your lot size:
Coquitlam currently has no areas designated for 6-unit developments, as there are no qualifying Frequent Transit Service areas.
Most properties with low-density residential land use designations under the Official Community Plan (OCP) may qualify. Check your eligibility using the QtheMap tool
or contact Coquitlam’s Development Services team
The following zoning categories now allow small-scale housing:
R-1 – Small-Scale Residential
R-2 – Compact Small-Scale Residential
R-3 – Transitional Small-Scale Residential
R-4 – Intensive Small-Scale Residential
Each zone comes with different guidelines for setbacks, parking, height, and lot coverage.
Yes. While the City provides guidelines, building a duplex, triplex, or fourplex still requires custom design, architectural drawings, and permit submissions. Working with a design + build team like VictorEric ensures compliance with zoning bylaws while maximizing your build’s potential.
