Until recently, much of Vancouver was limited to single-family zoning restricting land use across the majority of residential neighborhoods. That changed in 2023 when the City of Vancouver consolidated previous RS zones into a new R1-1 zoning district, opening the door to multiplex housing with 3 to 6 units per lot.
The Vancouver multiplex zoning map shows exactly where these changes apply from East Van to the West Side and includes expanded eligibility in areas like Kitsilano and Shaughnessy following further bylaw amendments in 2024.

Not directly. Vancouver’s own multiplex zoning (R1-1) was implemented before Bill 44 and already aligns with the provincial goals. The new bill had little effect on Vancouver specifically, though neighbouring cities like Burnaby adopted even more flexible policies.
As of mid-2025, over 364 applications have been submitted under the new multiplex zoning. According to City Duo, 82 development permits and 75 building permits have already been issued.
